A controlled substance is a product or preparation listed in the Misuse of Drugs Regulations schedules. 4th Schedule:

Gardai regulations require that these medications be kept in a secure location. The construction of safes and cabinets used for controlled drug storage must be certified and approved by a member of the Garda Siochana.

Materials to be used:
- Sheet steel that has been pressed and welded
- Steel mesh that has been pressed and welded
- Steel mesh or sheet steel
Thickness:
Sheet steel is a mild steel sheet with a thickness ranging from 10 to 16 gauge.
Arrangement:
The sheet steel must be attached to a 25x25mm angle iron frame with a 5mm thickness.
Doors:
Two leaf doors with two leaves overlap or are linked to a central pillar. The distance between the leaves and the post should be no more than 3mm. The door edges must be in good condition so they do not protrude when closed.
Locks for doors:
- Levered door with at least five non-identical levers or pin and tumbler mechanism door with at least six pins
- Mild steel deadbolts with a section size of 19x8mm or an anti-cutting device with a total throw of 12mm
- The second leaf of the door must be internally secured on the top and bottom with mild steel bolts 6x6mm in section and 6mm in diameter.
Two rag bolts having a surface area of at least 19335 sq mm must be used to secure the safes and cabinets to the wall or floor. These rag bolts must be threaded through a 3mm thick mild steel anchor plate.
The identical construction technique applies to both expired and returned restricted substances. Expired medications must be stored separately in a similarly safe and labeled as CDs for destruction on the outside. Drugs produced by patients must be placed individually and marked as patient-returned CDs for destruction. They must be destroyed as soon as possible, but only in the presence of authorized Gardai officers.
